This bill amends existing law to establish provisions regarding notification of towing to persons known to hold an interest in a vehicle. Specifically, the bill requires that whenever a vehicle is towed pursuant to existing law, the tow company must, within 72 hours (excluding weekends and holidays), request the names and addresses of all persons having an interest in the vehicle from the state Department of Motor Vehicles. Within one business day of receiving this information, the tow company must then send notice by first-class mail to all owners, lienholders, and any other person shown on the department's records, providing details about the towed vehicle, the towing company's contact information, the date and location of the tow, and the amount of the lien.
