This bill authorizes the Division of Capital Asset Management and Maintenance (DCAMM) to convey a certain parcel of land in Newton, Massachusetts to the City of Newton. The bill provides two options for the conveyance: 1) DCAMM can convey the parcel to the City of Newton for nominal consideration to be used for affordable housing, with required affordability restrictions and the ability for the City to lease portions of the parcel to other entities for development and operation of the affordable housing. 2) Alternatively, DCAMM can convey the parcel to the City of Newton for fair market value, with the use of the parcel restricted to general municipal purposes. The bill also requires the City of Newton to be responsible for all costs related to the conveyance and future ownership of the parcel. If the City does not complete the purchase by June 30, 2020 (or a later agreed-upon date), DCAMM can sell or lease the property through a competitive bidding process.
