This bill adds a new chapter to Idaho's laws to establish the Idaho Patient Act, which provides requirements for certain medical debt collections. The key provisions are: 1. Health care providers must submit their charges to the patient's insurance or the patient within 45 days of providing services, and provide the patient with a consolidated summary of services and a final statement within 60 days. 2. Health care providers cannot charge interest, fees, or other ancillary charges until at least 60 days after the patient receives the final statement, and cannot take extraordinary collection actions (such as reporting to credit agencies or garnishing wages) until at least 180 days after the patient receives the final statement. 3.
