This bill amends existing law to: 1. Clarify the definition of a "driving business" to exclude certain education programs like those run by churches, synagogues, refugee programs, and those teaching accident prevention courses. 2. Modify the composition of the Idaho Driving Businesses Licensure Board, including reducing the public member requirement and requiring at least one driving business owner on the board. 3. Move fee provisions from the statute to administrative rules, allowing the board to set fees through the rulemaking process. 4. Clarify insurance requirements for driving businesses, specifying that they must have commercial automobile insurance. 5. Revise the requirements to qualify as a driving business instructor, including reducing the required apprenticeship hours and allowing the board to waive the apprenticeship for applicants with equivalent experience from other states.
