This bill establishes the Idaho Right to Repair Act, which requires original equipment manufacturers (OEMs) of digital electronic equipment sold or used in Idaho to provide independent repair providers and equipment owners with access to diagnostic and repair information, including software updates, as well as service parts, on fair and reasonable terms. The bill also requires OEMs to make available for purchase all diagnostic repair tools that they provide to their own repair staff or authorized repair providers. The bill exempts OEMs from disclosing trade secrets and does not interfere with existing agreements between OEMs and authorized repair providers. Independent repair providers are required to notify equipment owners that their repairs may affect warranty coverage.
