This bill amends the Homeland Security Act of 2002 to enhance the Blue Campaign of the Department of Homeland Security (DHS). It requires the Director of the Blue Campaign to develop web-based interactive training videos for federal, state, local, tribal, and territorial law enforcement officers, non-federal correction system personnel, and other individuals deemed appropriate. The bill also establishes a Blue Campaign Advisory Board within DHS, composed of representatives from various DHS components, to advise the Director on recruitment tactics used by human traffickers, the development of effective awareness tools, and the identification of additional persons or entities that may be uniquely positioned to recognize signs of human trafficking. The Director is also authorized to consult with state, local, tribal, and territorial agencies, non-governmental organizations, private sector organizations, and experts in developing and implementing the Blue Campaign programs, which is exempt from the Federal Advisory Committee Act.
