This bill amends existing law to revise provisions regarding genital mutilation of a child and to provide that engaging in practices to change or affirm a child's perception of the child's sex is a felony. Specifically, the bill prohibits anyone from knowingly performing various medical procedures on a child, such as surgeries that sterilize or mutilate the child's reproductive organs, administering puberty-blocking medication or hormones, or removing healthy body parts, if the purpose is to attempt to change or affirm the child's perception of their sex. There are certain exceptions, such as for medically necessary procedures or to address genetic disorders of sexual development. Violations of these provisions would be considered a felony.
