This bill adds to and amends existing law to revise provisions regarding possession of a firearm and records of persons convicted of a felony. Specifically, it: 1. Clarifies the definition of "stands convicted of a felony" to include convictions in this state or another jurisdiction, but excludes certain federal and state antitrust and business regulation offenses, as well as state misdemeanors punishable by 2 years or less. 2. Establishes a process for a person convicted of a misdemeanor to petition the court for expungement of the record, with certain exceptions and requirements. 3. Expands the circumstances under which a court can set aside a plea of guilty, dismiss a case, or reduce a felony conviction to a misdemeanor, including for those who have successfully completed a specialty or problem-solving court program. 4. Provides that certain provisions of the bill will take effect immediately upon passage and approval.
