This bill requires the Secretary of Defense, in consultation with other military officials, to establish a "safe to report" policy for members of the Armed Forces who are alleged victims of sexual assault. Under this policy, a service member who is the alleged victim of sexual assault but may have committed minor collateral misconduct, such as the improper use of alcohol or consensual intimate behavior, can report the sexual assault without fear of discipline for the minor misconduct, unless there are aggravating circumstances that increase the gravity of the misconduct or its impact on good order and discipline. The goal of this policy is to encourage reporting of sexual assaults by removing the fear of punishment for minor infractions committed at or around the time of the assault.
