This bill adds a new chapter to existing Idaho law to create the "Yellow Dot Motor Vehicle Medical Information Act." The key provisions are: 1) The bill authorizes the Idaho Department of Health and Welfare to develop and implement a "yellow dot program" that provides a standard medical information form for participants to fill out with their personal and medical details. This form is then placed in a "yellow dot folder" that is kept in the participant's vehicle. 2) The bill allows emergency medical responders and law enforcement officers to access the yellow dot folder in the event of a motor vehicle accident or emergency situation involving the participant's vehicle, in order to obtain critical medical information that may assist in their response. 3) The bill provides liability protections for emergency responders and healthcare providers who use the information in the yellow dot folder in good faith. 4) The bill specifies that the presence of a yellow dot on a vehicle does not, by itself, give a police officer probable cause to stop or search the vehicle.
