This bill creates the Leo M. Birmingham Parkway Trust Fund, which will be used to maintain the facilities and infrastructure of the parcel of land known as the Leo M. Birmingham Parkway in Boston, Massachusetts. The trust fund will receive and expend monies from public or private sources, including appropriations, gifts, grants, donations, and fees generated by permits, licenses, and other agreements related to the use of the parkway. The parcel, excluding the roadway, will be used exclusively as a public park for recreational purposes and be entitled to the protections afforded to public parkland under the Massachusetts constitution. The bill also establishes the Leo M. Birmingham Parkway Advisory Board, which will be responsible for creating bylaws, policies, and regulations governing the operation and use of the parkway.
