This bill requires the State Commission on Criminal and Juvenile Justice to conduct a study on "rampage violence" incidents, which are defined as violent acts or shootings that occur in a public place and result in at least three fatalities. The study must evaluate past rampage violence incidents in the United States and Utah, examining factors such as the location, duration, weapons used, perpetrator background and motives, and the effectiveness of any policies or legislation enacted in response. The study must be conducted in an unbiased manner by a multidisciplinary team and the final report, including proposed legislation and prevention recommendations, must be submitted to the Law Enforcement and Criminal Justice Interim Committee by November 30, 2022. The bill also creates the Rampage Violence Prevention Study Fund to support the administration of the study.
