This bill amends existing law to revise the requirements for reports by state agencies in Idaho that receive federal funds. The key provisions include: (1) state agencies must provide detailed reports on their use of federal funds as part of their annual budget requests to the Division of Financial Management, except for postsecondary institutions which submit an audited schedule of federal expenditures; (2) the reports must delineate the federal funds received, federal funds to be utilized in the current and upcoming fiscal years, the expiration date of federal funds, and any obligations or agreements that may be impacted by federal or state decisions regarding federal receipts, including any state matching requirements; and (3) if an agency receives a 50% or more reduction in a specific federal grant from the previous year, it must develop a plan to either reduce or eliminate the services provided through the grant or continue the services without a shift to state resources.
