This bill amends existing law to provide for an advanced professional endorsement for school personnel and to increase career ladder allocations. The key provisions are: 1. It establishes an "advanced professional compensation rung" on the career ladder, with higher performance criteria than the existing "professional compensation rung." Instructional and pupil service staff who meet the advanced professional criteria will receive higher salary allocations. 2. It increases the minimum salaries for instructional and pupil service staff on the professional and advanced professional rungs of the career ladder. By 2025, the minimum salary for staff on the advanced professional rung will be $63,000. 3. It requires school districts to submit annual data on whether staff meet the performance criteria for movement on the career ladder. Districts found not conducting evaluations with fidelity will lose eligibility for leadership premium funds. 4. It establishes criteria for an "advanced professional endorsement" that instructional and pupil service staff can earn after 8-9 years of experience, including demonstration of student achievement, leadership roles, and an individualized professional learning plan.
