This bill, commencing July 1, 2023, would require the Cemetery and Funeral Bureau to license and regulate reduction facilities, which are defined as structures where natural organic reduction of a human body occurs. The bill would enact requirements for reduction facilities similar to those for crematoria and hydrolysis facilities, such as inspections, fees, and standards for reduction chambers to preserve public health and safety. The bill would also authorize the disposition of reduced human remains, including integration into the soil or scattering, and create new crimes related to the improper handling or disposal of reduced human remains. The bill would impose state-mandated local programs and make an appropriation by depositing fees into a continuously appropriated fund.
