This bill would codify existing regulations of the California Horse Racing Board into the Horse Racing Law. Specifically, it would require that any horse that suffers a fatal injury on a racetrack, or dies or is euthanized within an area under the board's jurisdiction, undergo a postmortem examination at a diagnostic laboratory under contract with the board. The bill would also establish procedures for obtaining test samples, covering the costs of transportation and examination, and reporting the results. By expanding the scope of the Horse Racing Law, a violation of which is a crime, the bill would impose a state-mandated local program. However, the bill states that no reimbursement is required for this new mandate.
