This bill revises the criteria for "unsafe handguns" in California by requiring new semiautomatic pistol models to have a microstamp feature that can imprint a unique microscopic array of characters on the cartridge case when the firearm is fired. This would aid law enforcement in identifying the make, model, and serial number of the handgun used in crimes. The bill also requires new semiautomatic pistol models to have a chamber load indicator and magazine disconnect mechanism, which are safety features that can help prevent unintentional shootings. Additionally, the bill requires the California Department of Justice to remove three non-compliant firearms from the roster for every new firearm added, in order to encourage the manufacture and sale of handguns with these safety features.
