This bill amends the Public Utilities Code to: 1) Require the Public Utilities Commission (PUC), in consultation with the Office of Emergency Services, to create a database of critical facilities and infrastructure located in high fire-threat districts, identifying whether they serve low-income households or communities. The bill also requires electrical corporations to collaborate with local governments and community choice aggregators to identify critical circuits and microgrid projects. 2) Authorize electrical corporations, electric service providers, community choice aggregators, and local publicly owned electric utilities to use capacity from microgrid projects to satisfy resource adequacy requirements. The bill also requires the PUC and Independent System Operator to develop a methodology by July 2021 to account for the resource adequacy value of distributed storage. 3) Include legislative findings that the limitation on public access to electrical infrastructure data is necessary to ensure grid safety.
