This bill amends, repeals, and adds to existing law to provide for a county share of funding for Medicaid expansion. Specifically, it: - Defines "medically indigent" as individuals with modified adjusted gross income up to 133% of the federal poverty level and repeals the previous definition. - Repeals many sections related to the Catastrophic Health Care Cost Program and suspends the program after June 30, 2021. - Creates a Medicaid Expansion Fund and Medicaid Stabilization Fund in the state treasury. - Requires counties to pay a portion of the costs of Medicaid expansion, with the county share to be deducted from sales tax revenue distributions. - Relieves counties of responsibility for costs of involuntary mental health commitments for individuals eligible for Medicaid under the expansion. - Contains emergency clauses and different effective dates for various sections of the bill.
