Bill Summary

An act to amend, repeal, and add Sections 12509, 12509.5, 12660, and 12814.6 of, and to add Section 11103.5 to, the Vehicle Code, relating to driver’s licenses.

AI Summary

This bill would, commencing July 1, 2022, expand the scope of California's provisional licensing program to apply to persons at least 16 years of age, but under 21 years of age. The restrictions on provisional licensees, such as prohibitions on driving between 11 p.m. and 5 a.m. and transporting passengers under 20 years of age, would apply during the first 6 months after issuance of a provisional license to a licensee who is 18, 19, or 20 years of age, subject to certain exemptions. The bill would also require a person at least 18 years of age, but under 21 years of age, to hold an instruction permit for at least 60 days before applying for a provisional license. Additionally, the bill would require driving schools to offer installment payment options for driver education and training instruction, and allow the Department of Motor Vehicles to charge a fee to driving schools to recover costs associated with the provisional licensing program.
