This bill amends and adds to existing Idaho law to provide requirements for initiatives and referendums, and to require disclosure of payments made to signature gatherers. Key provisions include: 1. An initiative petition can only embrace one subject and related matters. 2. Signers of an initiative or referendum petition can remove their signatures before the petition is submitted for verification or by submitting a written or electronic request to the county clerk prior to verification. 3. The effective date for a statewide initiative that is approved by voters is set to July 1 of the following year, unless a specific effective date is included in the initiative petition. 4. Persons who pay $100 or more to signature gatherers for an initiative or referendum must file disclosure statements with the Secretary of State detailing the payments made. 5. Additional, more frequent disclosure is required for large payments ($1,000 or more) made to signature gatherers in the 14 days prior to an election.
