This bill amends the vehicle and traffic law to pay drug-impaired driving surcharges to counties for programs and initiatives specifically designed to reduce the incidence of drug-impaired driving. The bill requires that any surcharges imposed under sections 1809-c and 1809-e of the vehicle and traffic law for convictions related to driving while intoxicated or impaired be paid to the counties instead of the state general fund, starting in April 2021 and 2022 respectively. The counties must use these funds for programs and initiatives to reduce drug-impaired driving. The commissioner of motor vehicles must also certify annually that the county programs are in compliance with the law.
