This bill establishes the Bottle Redemption Fraud Task Force to conduct a comprehensive study of the fraud, enforcement, and reporting requirements related to the New York State Returnable Container Act. The task force will consist of nine members appointed by various state officials and will be chaired by the Attorney General or their designee. The task force is authorized to audit any reverse vending machine and will submit a report to the Governor, Senate President, and Assembly Speaker within one year, providing information on laws and regulations, the need for public education and outreach, the fiscal impact of fraudulent bottle redemptions, the status of enforcement efforts, and recommended solutions to address fraudulent bottle redemptions and deposits, including interstate initiatives.
