This bill, the Aviation-Impacted Communities Act, requires the Federal Aviation Administration (FAA) to provide funding for noise mitigation in communities that are located near commercial or cargo jet routes where the aircraft fly at 3,000 feet or less above ground level, even if they are outside the 65 DNL (Day-Night Average Sound Level) standard. The bill also directs the FAA to commission a study by the National Academy of Sciences to analyze the aviation impacts on these communities, develop a framework and diagnostic tool for the FAA to assess community impacts, and establish community boards to provide information to the FAA and airport operators about aviation impacts. Additionally, the bill authorizes appropriations from the Airport and Airway Trust Fund to make grants for noise mitigation, including sound insulation, for eligible residential and other community structures.
