This bill adds to and amends existing Idaho law to provide a certain requirement for a landlord and to provide a certain requirement for a security deposit. Specifically, the bill requires that each tenant be allowed to perform a "walk-through" inspection of the premises with the landlord or their agent upon move-in and move-out to document the condition of the rental unit. This walk-through must be conducted before the landlord can assess any fees or damages to the tenant or make any deductions from the security deposit, unless the tenant does not request the walk-through or fails to appear for it. Additionally, the bill amends existing law to require the landlord to provide the tenant with an itemized invoice for any repair or cleaning service above normal wear and tear before refunding the security deposit.
