This bill amends existing law to provide for nonpublic teacher preparation programs. The state board will grant teaching certificates to graduates of already board-approved nonpublic teacher preparation programs that meet certain requirements, such as holding a bachelor's degree, passing a criminal history check, and demonstrating content and pedagogical knowledge. These teaching certificates will be equivalent to those granted to graduates of public teacher preparation programs, and interim certificates will be made available to graduates of programs without a student teaching or clinical component. The bill also includes provisions related to reading instruction training and funding for board-approved nontraditional educator preparation programs that recruit and retain teachers for struggling public schools.
