This bill amends, repeals, and adds to existing law to provide for a county share of funding for Medicaid expansion. Specifically, it: - Redefines the definition of "medically indigent" to align with the Medicaid expansion income eligibility of up to 133% of the federal poverty level. - Repeals most of the existing "Medically Indigent" program and the Catastrophic Health Care Cost program. - Creates a new system where counties will be responsible for a portion of the costs of Medicaid expansion, with the county share calculated based on the number of Medicaid expansion enrollees in the county. - Establishes a medicaid stabilization fund and a medicaid expansion fund to help fund the state's share of Medicaid expansion costs. - Makes various other changes related to the transition from the previous indigent medical assistance programs to the new Medicaid expansion funding approach.
