This bill appropriates $26,400,000 from the bond proceeds fund to the Board of Water and Soil Resources to acquire land or permanent easements and restore, create, enhance, and preserve wetlands. This is required to replace wetlands that were drained or filled as a result of repairing, reconstructing, replacing, or rehabilitating existing public roads. The board can prioritize wetland replacement in a way that implements an in-lieu fee agreement approved by the U.S. Army Corps of Engineers under the federal Clean Water Act. The bill also authorizes the commissioner of management and budget to sell and issue up to $26,400,000 in state bonds to provide the appropriated funds.
