Providing mental health and substance use assessments for children engaged in services

This bill requires the Massachusetts Department of Mental Health, in collaboration with the Department of Youth Services and the Department of Public Health, to conduct a comprehensive review of the mental health and substance use service needs of adolescents in the care or custody of the Commonwealth through the juvenile court system. The review will identify existing and proposed models of alternatives to detention, unmet needs, and recommendations for addressing those needs, including through the juvenile court clinics and community-based services. The Department must engage with various stakeholders, post a work plan and draft report for public comment, and submit a final report to the legislature and governor within 270 days of the bill's effective date.
