This bill establishes a "substance use health protection fund" in Massachusetts. The fund will be financed by revenue from the sales tax on alcoholic beverages, as well as any grants, gifts, or other contributions made to the fund. The secretary of health and human services will administer the fund and use it to provide funding for substance use treatment programs, comprehensive school health education programs, substance use treatment programs in the criminal justice system, and community-based substance use prevention and cessation programs. The fund's money will not revert to the general fund at the end of each fiscal year and the secretary is required to submit an annual report on the fund's activity.
