This bill requires the Secretary of Defense to submit a classified report to Congress on the Department of Defense's reliance on imports of certain pharmaceutical products made in part or in whole in China and other countries deemed significant for national security purposes. The report must analyze the percentage of pharmaceutical products used by the Department that are made in these countries, assess the Department's ability to procure the products from other sources, and determine the risks and impacts of relying on these sources. The bill also modifies the rules of origin for pharmaceutical products under the Trade Agreements Act to ensure that active pharmaceutical ingredients are wholly the growth, product, or manufacture of the country of origin. Additionally, the bill establishes new postmarket reporting requirements for pharmaceutical manufacturers to disclose the sources and percentages of active and inactive ingredients used in their drugs, which will be shared with the Department of Defense and made publicly available.
