This bill excludes from the calculation of employer contributions to the unemployment compensation fund any payments made for unemployment compensation benefits related to layoffs resulting from the coronavirus disease 2019 (COVID-19) pandemic. Under current law, an employer's contribution rate to the unemployment compensation fund is affected by the employer's experience rating, which takes into account the number of times a former employee collects benefits. This bill aims to exclude benefits paid to employees due to the COVID-19 pandemic from this calculation, in order to prevent the pandemic-related layoffs from negatively impacting the employer's future contribution rate.
