This bill establishes a special legislative commission to examine and make recommendations to reduce or eliminate sports-related concussions in public and private middle and high schools in Massachusetts. The commission will consist of 9 members, including the commissioner of public health or their designee, representatives from various organizations, and experts in fields such as sports-related concussion management and long-term brain trauma consequences. The commission will investigate and report on the prevalence and causes of sports-related concussions, current safety policies, the cost and effectiveness of baseline concussion testing, methods of reducing and preventing concussions, procedures for schools to identify and respond to concussions, educational standards on concussions and brain trauma, and new methods of detecting concussions. The commission is required to file a report of its findings and recommendations, along with proposed legislation, with the joint committee on public health within two years of the bill's effective date.
