This bill aims to prevent price gouging during emergencies. It makes it an unfair or deceptive practice for any petroleum-related business to sell petroleum products at an unconscionably high price during a market emergency or declared statewide emergency. The bill also prohibits any business from selling essential goods or services at an unconscionably high price during a declared statewide or national emergency. An unconscionably high price is defined as a gross disparity between the current price and the usual price before the emergency, unless the difference is due to increased costs from the supplier or an abnormal market disruption.
