This bill establishes the Open Public Records Act (OPRA) Study Commission, a group of 11 members appointed by the Senate President, the Speaker of the General Assembly, and the Governor. The Commission will review how OPRA, the 2001 law that provides public access to government records, is being implemented and utilized in practice. It will evaluate the impact of technological advancements, court rulings, and other factors on OPRA, analyze how OPRA requests are balanced with privacy rights, and examine its use for commercial and other purposes. The Commission will also research public records laws in other states and make recommendations for improving, expanding, and facilitating OPRA. The Commission is required to report its findings and recommendations to the Legislature and the Governor within one year of its initial meeting.
