This bill, the End Pandemic Hunger for College Students Act of 2020, aims to modify the eligibility standards for the Supplemental Nutrition Assistance Program (SNAP) for low-income college students during the COVID-19 public health emergency. Eligibility for SNAP benefits will not be limited under the Food and Nutrition Act of 2008 for individuals who were enrolled at least half-time in an institution of higher education and participating in SNAP as of March 1, 2020, or in the 30 days prior. 2. The Secretary of Agriculture can adjust the eligibility standards under the Food and Nutrition Act for individuals enrolled in higher education in any state affected by the COVID-19 outbreak, considering factors such as campus closures. 3. The Secretary must approve requests from state agencies to adjust the eligibility standards for students who are either members of households otherwise eligible for SNAP or had an expected family contribution of $0 in the most recent academic year. 4. The temporary eligibility standards will be in effect for initial SNAP applications until 90 days after the COVID-19 public health emergency is lifted, and for recertifications until the first recertification beginning no earlier than 90 days after the emergency is lifted. 5. The Secretary must issue guidance to state agencies and coordinate with the Department of Education to inform students and financial aid applicants about the temporary eligibility requirements.
