This bill establishes the Minnesota Food Freedom Act, which exempts homemade food sellers from state and local food safety licensing, permitting, certification, inspection, packaging, and labeling requirements. Homemade food is defined as food prepared in a private home kitchen for consumption by an informed end consumer, such as the consumer's family, employees, or guests. The bill preempts local ordinances from applying to these homemade food transactions, but does not impede food-borne illness investigations by state authorities. The bill also creates a homemade food account in the state agricultural fund to support the administration of these provisions.
