This bill amends Title 28 of the United States Code to strip foreign sovereign immunity for certain foreign states that engaged in reckless actions or omissions that caused or substantially aggravated the COVID-19 global pandemic in the United States. The bill allows U.S. citizens and residents injured in their person, property, or business due to such actions or omissions to sue the foreign state for treble damages. It also grants exclusive jurisdiction to U.S. courts for such actions and allows the Attorney General to intervene and seek stays or dismissals of the cases. The bill also removes immunity from attachment or execution of the foreign state's commercial property in the U.S. to satisfy any judgments.
