This bill directs the Secretary of Health and Human Services (HHS) to develop and implement improved, transparent processes for the use and distribution of supplies in the Strategic National Stockpile (Stockpile). The processes will include the form and manner for states, localities, tribes, and territories to request Stockpile supplies, the criteria used to fulfill or deny such requests, the circumstances that result in prioritization of distribution, plans for communication regarding the outcomes of requests, and any differences in processes for geographically related emergencies versus national emergencies. The processes must be unclassified to the greatest extent possible, with the Secretary able to classify portions as necessary to protect national security. The Secretary must also submit a report to Congress on the improved, transparent processes and recommend opportunities for communication between the Secretary and states, localities, tribes, and territories regarding these processes.
