This bill modifies public labor relations laws in several ways: 1. It requires that personnel data must be disseminated to labor organizations to the extent necessary to conduct elections, notify employees of fair share fee assessments, and implement the provisions of the Public Employment Labor Relations Act (PELRA). 2. It revises the definition of "public employee" or "employee" under PELRA, including removing the exclusion for certain part-time and temporary employees. 3. It expands the definition of "terms and conditions of employment" under PELRA to include class sizes in Minnesota school districts and charter schools, student testing, and student-to-personnel ratios. 4. It provides liability protection and a complete defense for public employers, labor organizations, and their agents against claims related to the collection of agency or fair share fees prior to the Supreme Court's Janus decision in 2018. 5. It grants exclusive representative employee organizations certain rights, such as access to meet with bargaining unit members and use of the employer's email system, as well as requires public employers to provide contact information for negotiations unit employees. 6. It allows arbitrators in labor disputes to issue protective orders to prevent the disclosure of data classified as nonpublic or private under the Minnesota Government Data Practices Act.
