This bill amends the Pennsylvania Election Code to further provide for the canvassing (counting) of official absentee ballots and mail-in ballots. The key provisions are: 1. During a declared disaster emergency and for 60 days after its termination, absentee and mail-in ballots received by the county board of elections up to 5 PM on the 7th day following the election shall be canvassed, rather than the usual deadline of 8 PM on election day. 2. The county board of elections shall meet to begin canvassing absentee and mail-in ballots no earlier than the close of polls on election day and no later than the 3rd day after the election, continuing until all such ballots received prior to the close of polls have been canvassed. The canvass process shall continue through the 8th day after the election for valid military-overseas ballots and those absentee/mail-in ballots received under the extended deadline during a disaster emergency.
