This bill provides additional recurring funding to certain Historically Black Colleges and Universities (HBCUs) in North Carolina, supports doctoral programs at two HBCUs, and expands the North Carolina Teaching Fellows Program to include HBCUs and women's colleges. Appropriates $20 million in additional recurring funds over 10 years to five HBCU constituent institutions of the University of North Carolina system to be used for scholarships, faculty recruitment, course development, and general operational support. 2. Allocates $10 million in additional recurring funds to North Carolina Agricultural and Technical State University and $10 million to North Carolina Central University to support their doctoral programs. 3. Requires the North Carolina Teaching Fellows Program to select at least one HBCU and one women's college as participating institutions, in addition to the existing public and private institutions.
