This bill requires the Environmental Protection Agency to establish a grant program for purchasing or installing equipment and technology that (1) is used at a port and produces zero exhaust emissions of certain pollutants and greenhouse gases, or (2) captures 100% of the exhaust emissions produced by an ocean-going vessel at berth.

AI Summary

This bill, the Climate Smart Ports Act, directs the Environmental Protection Agency (EPA) to establish a grant program to help eligible entities (such as port authorities, state/local agencies, and nonprofits) purchase and install zero-emissions port equipment and technology. The grants can cover up to 70% of the costs, or up to 85% if the project employs local labor and uses a project labor agreement. The bill also authorizes $1 billion per year from 2021 to 2030 for the grant program, with at least 25% of the funds reserved for ports in nonattainment areas (areas that do not meet air quality standards). Additionally, the bill amends the Energy Policy Act of 2005 to authorize $50 million per year from 2021 to 2025 for grants, rebates, or loans to eligible entities for projects that reduce emissions at ports.
