This bill amends the Michigan Commission on Law Enforcement Standards Act to: 1. Require all law enforcement officers seeking licensure, as well as currently licensed officers, to complete training on de-escalation techniques, implicit bias, procedural justice, and mental health resources by January 1, 2022. The bill sets minimum standards for this training. 2. Require law enforcement agencies to adopt a written policy stating that officers have a duty to utilize de-escalation techniques whenever possible. 3. Require licensed law enforcement officers to complete at least 12 hours of continuing education in subjects related to law enforcement in 2022, and at least 24 hours annually beginning in 2023, subject to appropriation. The bill aims to enhance law enforcement training and response practices, with a focus on de-escalation, reducing bias, and supporting officer mental health, in order to improve law enforcement interactions with the public.
