This bill amends the Environmental Conservation Law to modify the requirements for the public education and outreach program that manufacturers of electronics and electronic waste collection sites must develop. The key provisions include: (1) requiring manufacturers to provide specific information on their electronic waste acceptance programs and the public education and outreach program; (2) establishing minimum requirements for the geographic distribution and number of permanent collection sites operated by manufacturers; (3) requiring manufacturers to cover the full costs of collection, transportation, and recycling of covered electronic equipment; and (4) allowing electronic waste collection, consolidation, or recycling facilities to request the Department of Environmental Conservation to investigate and order a manufacturer to pay such costs if the manufacturer has failed to do so.
