This bill, the TRICARE Retail Pharmacy Prescription Medication Expansion Act of 2020, directs the Secretary of Defense to carry out a three-year pilot program under the TRICARE pharmacy benefits program. The program will allow eligible TRICARE beneficiaries to receive non-generic prescription maintenance medications through military treatment facility pharmacies, retail pharmacies, or the national mail-order pharmacy program, despite a current requirement to use generic drugs. The Secretary will select the non-generic medications to be covered and seek to modify existing contracts to include retail pharmacies as a point of sale and provide manufacturers the option to offer voluntary rebates for those medications at retail pharmacies. The bill requires the Secretary to notify beneficiaries if their prescribed medication is covered by the pilot program and mandates briefings and reports to Congress on the implementation and outcomes of the pilot.
