This bill expands the reporting of crimes motivated by bias, amends the crime of property damage motivated by bias, requires the Peace Officer Standards and Training Board to update training for recognizing, responding to, and reporting crimes of bias, requires law enforcement agencies to adopt standard policies regarding crimes motivated by bias, and appropriates money for these purposes. Specifically, the bill: - Expands the types of characteristics that can motivate a crime of bias, including creed, marital status, status with regard to public assistance, and gender identity. - Requires the Peace Officer Standards and Training Board to review and update the training course on crimes motivated by bias every three years, in consultation with the commissioner of human rights. - Requires the Board to develop a statewide model policy for law enforcement agencies to identify, respond to, and report crimes motivated by bias, and requires all law enforcement agencies to adopt a written policy that complies with the model policy. - Appropriates money for the Board to update the training materials and develop the model policy, as well as for the commissioner of human rights to collect and compile data on crimes motivated by bias.
