This bill requires the Sentencing Guidelines Commission to conduct a racial impact screening on all proposed legislation that may affect the racial composition of the criminal offender population. If the screening indicates the legislation will have a racial impact, a detailed racial impact statement must be completed and attached to the legislation before it can be passed. The statement must include information on the estimated number of cases impacted, fiscal impacts, effects on racial minorities, impacts on correctional facilities, and other relevant matters. The bill also requires the Sentencing Guidelines Commission to develop a protocol for conducting the screening and analysis.
