This bill amends the charter of the City of Young Harris to reduce the size of the city council from seven members to five members, modify the term of the mayor from four years to two years, and modify the provisions related to a quorum of the city council. The bill staggers the election of the mayor and council members, with the mayor and three council members elected in 2019 and quadrennially thereafter, and the remaining two council members elected in 2021 and quadrennially thereafter, in order to create a continuing body. The bill also specifies that three city council members shall constitute a quorum and that the mayor shall be entitled to cast a tie-breaking vote.
