This bill authorizes the 30-year lease, with two 10-year extension options, of the former Lee Pool Complex in Boston to the Esplanade Association, Inc., a nonprofit organization. The bill allows the Esplanade Association to design, build, and operate facilities and fields on the property for purposes related to the operation and programming of the Charles River Esplanade Park, such as a maintenance and operations center, horticultural space, performing arts space, and a multi-use recreational facility. The Esplanade Association must expend a minimum of $10 million on the project and will be responsible for the property's management, operations, and maintenance, while the Department of Conservation and Recreation will maintain any pathways created or reconnected. The lease and agreements are subject to oversight and approval by state agencies, and the property will revert to the Commonwealth if the Esplanade Association ceases to use it for the specified purposes.
